為支持多渠道靈活就業，1月8日，人力資源和社會保障部發布《關于加強零工市場規范化建設的通知》（以下簡稱“通知”），要求各地零工市場將重點提供靈活就業崗位供求信息撮合、職業指導、就業技能培訓等服務。

The Chinese Ministry of Human Resources and Social Security (MOHRSS) issued a circular on January 8, aiming at bolstering flexible and informal employment. The MOHRSS urged odd-jobs markets to match supply and demand concerning flexible and informal jobs, and provide training to improve the employability and entrepreneurial skills of job seekers.

零工市場是向靈活就業人員與用工主體提供就業服務的重要載體，對健全就業服務體系、優化人力資源配置、拓寬就業渠道具有重要作用。

根據人力資源和社會保障部發布的《關于加強零工市場規范化建設的通知》，各地要將零工市場納入就業公共服務體系建設工作，整體謀劃、統籌推進；要堅持公益性，對所有靈活就業人員免費提供規范可持續的基本就業公共服務。

通知同時提出，要堅持普惠性，面向社會開放，擴大城鄉服務覆蓋范圍，提高零工市場服務均等化和可及性；要堅持靈活性，充分發揮靈活、快速服務優勢，適應靈活就業人員求職需求和特點，提供多樣化服務；要堅持兜底性，大力挖掘適合大齡和就業困難勞動者的就業崗位，兜底幫扶勞動者實現就業增收。

下一步，通知明確了將從服務功能、建設布局、運行模式、信息分析、服務能力等方面重點發力，全方位加強零工市場規范化建設。
